Анотація

The dataset contains records of vascular plant species occurrences and distribution in 20 vegetation plThe effective conservation and sustainable use of biodiversity depend on a strong, adaptive, and coordinated national biodiversity monitoring system (NBMS). This manuscript presents a developed comprehensive framework for evaluating NBMSs, synthesizing international guidelines, scientific best practices, and recent policy developments. The framework encompasses critical dimensions: legal and institutional (governance) frameworks; data collection methodologies and management; and capacity (funding,human resources,infrastructure,and partnership).Applying the detailed criteria developed under this framework, we conduct a comparative evaluation of Ukraine and Czechia, two countries at different stages of NBMSs maturity and integration with European Union laws and global biodiversity strategies. The analysis draws on national visions,laws,government reports,and international recommendations.Assessment of current biodiversity monitoring systems revealed a significant disparity in performance: Ukraine achieved a total score of 6 out of 50 (12%), whereas Czechia demonstrated high compliance with a score of 45 out of 50 (90%). The findings underscore the importance of adaptive governance,harmonized protocols,sustainable funding, and stakeholder inclusivity for effective biodiversity monitoring. Recommendations are provided to enhance the development of effective NBMS in Ukraine,with broader implications for countries seeking to align with the EU Directives and Biodiversity Strategy for 2030.
