Action Plan for Biotope E1.2: Perennial Calcareous Grasslands and Basic Steppes in Ukraine
This document is a strategic, analytical, and planning material aimed at the conservation and restoration of one of the key natural habitat types — steppe ecosystems, classified as biotope E1.2 (perennial calcareous grasslands and basic steppes). The document provides a comprehensive overview of the current state of these biotopes in Ukraine, including their classification according to international and national systems (EUNIS, Habitats Directive, National Catalogue of Biotopes), descriptions of biodiversity (flora and fauna), geographic distribution, ecosystem services, and the main threats to their existence.
The main part of the document is dedicated to defining strategic goals and specific measures necessary to achieve a favorable conservation status for steppe biotopes. These include habitat inventory, development of management approaches, integration of conservation measures into spatial planning, restoration of degraded areas (particularly those damaged by economic activities and warfare), establishment of a monitoring system, as well as educational activities and inter-institutional coordination. The document also contains practical examples of implementing such measures in protected areas of Ukraine.
The Action Plan is targeted at a wide range of stakeholders — state authorities, scientific institutions, conservation organizations, managers of protected area territories, and local communities. It was developed in the context of Ukraine’s international obligations in the field of biodiversity protection (notably the Bern Convention) and is aimed at the long-term (2026–2036) conservation and restoration of steppe ecosystems as a vital component of the country’s natural heritage.
